"With jungling, you get 9 monsters per 2 minion waves
Plus 6 monsters (buffs) per 10 minion waves.
6/10 + 9/2 = 5,1 monsters per minion wave.
37*5,1 = 189 maximum
Of course, you give probably your blues to your mid lane.
