"Tear of the Goddess doesn't really help your laning phase, I think it makes it pretty passive which is probably the opposite of what you want to achieve on her.
In all honesty I haven't played much Cassiopeia since the season 3 changes but I used to play her quite extensively.

Very strong on Nidalee but through my pretty extensive testing, I've found the procs like 95% of the time in cougar rather than ranged.
All in all, I haven't seen it on a whole lot of ranged champions other than EZ and maybe Elise"
