"Publish is basically the same as saving, except it makes your changes public. So, unless you don't want the changes to be public yet just Publishing is fine."

"Are you talking about the text link (doran's shield) or the icon ? Both are working for me.
If you are copying it from something like MS Word the ' could be a special character and causing it to break maybe? Try replacing it by just typing out '.
