"Randuin's Omen for CDR isn't that great. It's a decent item otherwise, but I'd throw in a Kindlegem early on whether I was going to get Reverie or Eleisa's, in any case. If you're going for DPS, then you might indeed need the tenacity.

"Well, on the one hand the slows stack, and on the other hand, there's an 11 second cooldown on Permafrost. So I think you'd notice the difference. But games tend to end around the time that I finish Frozen Heart, so it's hard to test. :-P
