The people that would use it are people that build stuff like malady, wit's end, and madred's. However the only one of those it out damages is malady, the extra health is nice but really not even...

No they shouldn't be built on tanky dps (not enough bang for the buck) or AD (wtf why would you ever do that?) they are meant for people going on hit. kayle/kog maw destroy with these items. malady does"

Basically any of the champs that you can build on hit on (kog/kayle/now varus) can be built this way. I still think on hit is better"

However i find it starts to peter away late game as they start getting tankier. You still deal massive damage but it just isn't "ZoMG so much damage" like her early game. "
