I'm surprised Vayne hasn't had any changes lately. Riot seem to be overlooking the low risk, high reward factor.
Tone down her late-game scaling but just tweak her early game and maybe that'll help, not sure.

I've been mid 80's for awhile, I need to update this (when s4 hits I'm archiving)
The current list should stay as it is for a long time. Nobody should pass Jhoi's guide, and the other 3 are high elo / scouted, so they stay there perm.
