"You could say singed is uncounterable, he may looses the early lane most of the time, but he can farm himself back and is even without big farm very usefull and deals high damage in teamfights.
How to counter that?"

"kennen is the hardest one to counter. He can also go top, mid or even bot. He is most versitale and wins any lane.
