"Who gets shurelya's on Olaf? He neither gets philo nor does he need the ms(in a good build, he already has enough). And paying that much gold only for cdr, meh... And most of the time, the support gets it anyway.
And Warmog's Armor is all HP you need on Olaf (read dat duff guide).
