"Gangplank has a majority of issues keeping him from higher tiers tier.
For instance, his laning is crap. His only redeeming quality in lane is his cheese poke with Q, but he's constantly torn on using it to harass or farm. And when you use it to harass you drain mana. Fast.

"@Pancakes, I think Draven is pretty cheese now. He doesn't like the current itemization, he gets shut down way too easily and is rather hard to effectively play. He's also pretty much food to most things with multiple gap closers (Kha'zix for instance). Sivir at least has the spell shiel"
