Step 1. Admit a champion sucks/is toxic. Let's use Heimerdinger as an example.
Step 2. Give said champion small buffs and prepare it for a rework.
Step 3. Give said champion the rework.
Step 4. People still won't use him. Better buff it 3 patch"
