"Possibly because varus can still atleast attempt to DPS you down if you get close to him, where as Xerath likely can't do anything if he gets caught in melee range between cooldowns."

Xerath and Skarner Reworks: Better or worse?
So, this patch rolled the two reworks for some of the most underplayed champions.
