"Nami and leona have shitty scaling, thats why you dont see them solo lane. Thats kind of a characterization of support characters; high base damage and crappy scaling. it keeps them relevant without items.
Also shield+MS is Karma's thing.

"Nami and leona DO deal damage though, and in fact Leona creates very high bursts of damage. Also creating a support that bypasses need for oracles shifts the metagame drastically, but probably not by much because as stated, this champs pretty worthless outside of it's vision control. "
