It's a passive, you don't activate it or anything. It's always on and is good for poke with basic attacks.

"I guess the good does come with a bad. I'm assuming then it cannot be implemented such that up-votes would not require comments but down-votes would require comments so that the guide can be fixed etc... But I guess that would become biased."
