Personally I really enjoy playing Skarner.
You'll have good clearing speed, alot of movement and attack speed if you walk into the area of your pillars, your E and one AA stuns who your attacking...

Games in my elo are super hectic in the botlane when I need to support and I always feel crappy taking relic shield.

Just start playing it.
Assasins and Mages are generally played there so the biggest advise I would give is dont overstay in your lane with low hp, they pack a whomp so staying at 50 hp means...
