Skill order seems fine. I think Tanky anivia should run 21/9/0 instead of 21/0/9. Finally, your guide barely touches on the surface of Anivia. I'd suggest"

You build Annie like a roamer, but don't talk about roaming at all, which is an issue. In general, your item choices are all fairly dubious. WotA and Gunblade are both bad on A"
