Well, in general you don't want to drop exhaust at all, because your team will need one to handle any high damage targets that might wreck your team and no one else can be relied on to take it...

No, he didn't. It is not mutually exclusive. It can be the case that people who are lower than Diamond can animation cancel AND it can also be the case that mid-low Diamonds can't animation cancel. These can both be true at the same time."
