Pretty much this.
No magic resist. Fix with Wit's End and Guardian Angel.
Vampiric Scepter is a bad start for at least anything non-jungler (and it's only viable on certain junglers as a start).
Needs coding. And your English grammar/punctuation needs work."

"I'd start Boots of Speed and 3 Health Potions instead. Vlad is very vulnerable at the start to mobile burst champs. Easier kiting makes it safer.
By the end of Rylai's/WotA, you'll have a decent stock of hp and AP. I'd start focusing more on resistances at this point. Abyssal Scepter "

"Not entirely true, it's easier to farm with more AP for Vlad. Thus the skill necessity decreases. But before he gets AP items, yes, it's more skill dependent."
