"Well, it's not Blitz's inherent nature to be OP. If you can't land the Q on the proper target, he's useless. If you kite away from his melee range, his E is useless. His W is a speed buff, counter with CC. His ulti does decent burst damage and has low CD, but not many people like Blitz AP, it seems."
