"I've tested it a few times now. He kinda sucks vs strong gap closing junglers, Shaco, Lee Sin etc. But he is more viable against champions without gap closer abilities, like Gangplank or Skarner..

No, he is to slow and if you get counter jungled you are screwed.. And you can't dual a sustained jungler with Talon..
The only thing he does good as jungling is ganking the mid lane, but he can still do that"
