No, he is to slow and if you get counter jungled you are screwed.. And you can't dual a sustained jungler with Talon..
The only thing he does good as jungling is ganking the mid lane, but he can still do that"

This is pretty well known, but lets have some theory crafting about how to make him successful as a support.
Techmaturgical Repair Bots = Slightly better sustain for you and your lane...

"Sure it works, but they'll probably end up under farmed if there is a long laning phase. And the lack of a real AD-carry and support is noticeable mid/late game.
