It is possible to get demoted both Tiers and Divisions.
To be demoted a Tier, like Silver to Bronze, you have to be demoted through Elo Decay. It isn't possible to lose so much that you can go...

Stealth, jump in, INSTANTLY kill the AD Carry, die afterwards, and hope your team wins a 4v4, which is probably going to happen because your team has an AD Carry, and they don't. Works pretty well in high elo too."
