I actually played a game as rumble vs a blitz/shaco top lane, died about 4 times in laning phase, and then he went and ganked the other lanes about 4 times each.
He was 12-0 and we still won because he did nothing late game, and we beat them 5v4."

You are unable to buy Tier 3 runes (The highest tier) until you reach level 20.
There really isn't much point in Tier 1&2 runes, and you should probably just wait until level 20 to buy runes.
