I've seen people jungle lee-sin to 4 and then come out of the jungle and just destroy the lane though.

PD doesn't have CDR, Armor Pen, or the move speed active, I'm rushing 40% CDR because it makes him much harder to kill/gank.
Much more reliable/effective cleaver slow.
