It implys bad team composition.
And you shouldn't build around bad team composition.
Building a Rylai's implys that you are relying on a 15% slow, because your entire team doesn't have any slows.

Also, Gunblade is good on every single character in the entire game.
You can't say "gunblade is so bad" because it's not, but you can't argue that it's better than Will of the Ancients for an AP caster either."
