It's a far better choice on Ryze than it is on Mordekaiser.
And "Rylai's is ctually very good on morde." translates to "I have no idea how slows work so "

"At the current time they really dislike heals and major sustaining abilities.
Honestly, if they nerf heals so hard, i can see the build meta shifting twoards life steal and spell vamp stacking, and ignite will become much more popular."
