You play single target nukes. And in ELO hell, playing a mid laner single target nuke is generally bad, because people are stupid and dont know how to teamfight. If you want to stay mid, you either need to go to a more utility based champ that makes teamfig"

GP10 items are very common on supports, since they don't get CS at all.
Lots of tanky junglers also grab gp10 items to increase their jungle sustain and give them lategame advantage.
