"I think the best thing to do is, if possible, get ionian boots of lucidity. With CDR runes (which I honestly think should be taken), masteries and IBoL, you'll have 30%. That's good enough without really needing max CDR, but without really hindering your build. You might say, "but sorceror'"

"Saintvicious, what do you think about flat CDR glyphs? Are they passable? Do they make jungling easier, but they're not as good for late game? Or are AP glyphs universally better, both for jungle and mid/late game?"
