If you're in a position where you'd get caught with a boots of mobility, then you were positioned poorly, and are way too close to your opponents.

I'll start with support:
Supports usually want to grab ignite or exhaust, as these both give you dueling power over your opponent's bot lane, whereas teleport does not.
