"Keltoc summarized it well. While it does work best with AS champs, it really doesn't see much use, as other AS items like wit's end are cheaper, do more single target damage/hit, and offer +50 magic resist, which is usually better than +250 health."

"To be honest, i tend to prefer randuin's omen. Most tanks/bruisers, if played smartly, don't really have mana problems in the late game, or have another item that already deals with their mana problem (rod of ages on singed is the first thing that comes to mind).
