The post does say that it's intended for competitive play as well.
Also, you may be over romanticising lulu as well. Her damage isn't incredible, and pales to someone like Viktor, esp"

"You won't be placed at the top - you'd be placed, if you're lucky, back where you started. Especially since high ELO players' MMR really takes a hit from the MMR reset.
