"It was nerfed because it was too good on ADC in general, but the nerfs were light enough to keep it viable on the ADCs that have always historically used it best, such as vayne, caitlyn, sivir, etc."

"Yeah you don't build much movement speed, but it synergises nicely with biggest snowball ever! which gives a lot of movement speed, and you also get some from your passive."
