But in solo queue it's easily outclassed by exhaust, not only for the reasons stated above but also because exhaust is less team-dependant than CV(As in you can cast good CVs but too many players lack the map awareness to use it c"

"That comparison with Riven is bad. Riven and Garen work entirely different and are two different kind of champs. Riven is a tanky dps while garen is an offtank. Ofc Riven deals more damage.
His passive is fucking strong right now.
Why his spin deals less damage to minions and monsters?

"Nope, that bit of vision the nerfed CV gives you is not quite as effective as an exhausted carry.
Also, exhaust helps winning the lane via stronger fights, escaping ganks etc. and winning the lane is the easiest way to win the game.
