The skill order is extremely odd, and doesn't prioritise one skill...
Boots of Mobility should only ever be used on roamers/junglers...

"Exhaust is an excellent ability for MF because she doesn't really have a "hard slow" - here Make It Rain is only 20% and not exactly the most reliable of abilities. Exhaust helps in both escapes AND kills, in my opinion, it can slow the chaser and their ability to hurt you, or severely cripp"
