"Ashe is a utility carry just as Anivia is a utility mage.
She shouldn't have insane damage with her current skillset. Buffs were in the right place.
Maybe a tad more damage is required, but she shouldn't be able to outdamage any other AD carry because of her skillset."

+15 AD, +6.6 AD, etc, can all be viable in those rune sets for champions like Lee Sin, for example.
