I grab Boots of Speed to start because it gives me the movement speed I need to use Parrrley effectively on the enemy without them getting out of my range all of the time. Also, it will make me a targ"

"Actually the new jungle doesn't really give more gold until 11 minutes into the game. (ref. Stonewall).
But HoG was too versatile and anyone could use it. (Except the ADC).
Again, top laners could use it to passively snowball their lane."

"Thanks :D I love the early Sheen proc too, but it depends on me being able to poke the enemy without taking more damage than they are, and some enemies will take that chance when I move in to attack and sometimes turn the trade in their favor.
