You don't necessarily need to roll for Hwei/Swain on Level 7, instead you can rush for Level 8 with a Frost Emblem to stabilize with 7 Frost. Slow roll with Level 8 for your Tier 3 units and collect powerful Combat Charms every round to secure your Top 4 placement instead of rushing for Level 9.

Push for Level 7 in early Stage 4. If Zilean is not too contested you can also decide to play Zilean*3 as your main AP carry, but he is a very popular unit. If you go with Zilean you stay on Level 7 and look for Swain*3 and/or Shen*3 as your main tank. If you have good Olaf items or a Frost Emblem you can push for fast Level 8 and stabilize with 7 Frost.
