Even if you don't managed to find the second Emblem, it's possible to secure a top 4 placement with 6 Ionia and 4 Vanquisher as your core setup. Without Emblems this comp becomes a lot harder to play, since you are missing out on a strong powerspike with Level 7 to safely get through Stage 4.
Outside of Nilah you can also give the Ionia Emblem to Ashe*3 in a reroll comp or Aatrox*2 in late game as an alternative win condition.

Either run Ashe*2 with Darius for Vanquisher or Samira*2 with Warwick/Naafiri for Challenger to safely get through Stage 3. If possible you want to avoid rolling in Stage 3-2 since you are going for a large Level 7 rolldown in Stage 4-1.

Stage 4
Should be Level 7 in early Stage 4-1 and roll down for Tier 4 units. You usually have to roll early since the comp is very contested. If you have enough gold, you can even roll a bit during Wolves PVE round before the unit pool is thinned out. Prioritize 6 Ionia. You can add 4 Vanquisher with Level 7 if you have Emblem, otherwise you have to wait for Level 8.

Normal Ionia Setup has Xayah as main carry, Nilah as secondary carry and Shen as main tank. K'Sante or Aatrox can be good filler units, but you can also run Sejuani/Heimerdinger/Ryze etc depending on your game.

Stage 5+ Option 3: Six Ionia Ashe Reroll
If you have a good reroll setup you can push for Level 6 in Stage 3-2 and slow roll for Ashe*3 and give her your items. Should only commit on this comp if you have Ionia Emblem by Stage 3-2. Can roll Jhin and Sett together with Ashe, but once you have her you can start push Level 7 and look for Shen/Xayah. In late game you can run K'Sante or Sejuani as filler.

Emblem
Most common user for Ionia Emblem is Nilah and use her secondary carry. You can also roll Ashe*3 with Level 6 and use her as main carry. If you get Emblem late it can go on Darius, Bel'Veth or Aatrox. Vanquisher Emblem is less important, can be good on Ahri in late game.
