Currently I would only recommend to commit on Teemo Carry if you open with the Augment "Lucky Ricochet" or "Two Healthy", since either of them will make this comp considerably stronger.

Stage 3

Push Level 6 in 3-2 and roll down to 30 gold to find upgrades and stabilize. You can run 3 Storyweaver with green Talisman Kayle instead of Aatrox. 

Stage 4

Can either roll down in 4-2 with Level 6 if you are close to 3 Stars, otherwise can push for Level 7 and continue to slow roll for your upgrades. Can add 4 Behemoth if you find Ornn, 3 Ink Shadow with Kaisa or 3 Storyweaver.

Stage 5+

Once you finish 3 Star Teemo you can push towards Level 8/9. Can run 3 Inkshadows if you have good Tattoo. In late game you can replace Riven for Sylas, add Udyr and run 4 Behemoth.
