Greater Mark of Insight
Singed is mainly magic damage. You can't go wrong with Greater Mark of Magic Penetration.
Greater Seal of Resilience
Standard runes against AD top champions.
Greater Glyph of Shielding/Warding
Singed easily kites many strong AD champions. Greater Glyph of Scaling Magic Resist helps you sustain against AP champs such as Kennen and Vladimir
Greater Quintessence of Swiftness
This will greatly increase Singed's mobility. 405 MS with Boots.
MUST HAVE!
- to teleport to a ward and gank or simply teleport to lane. Teleport can help create constant pressure on the enemy.
- Ghost and Insanity Potion go great together.
OTHER PICKS
- Jungle Singed; always be farming.
- Singed is susceptible to cc. Replace Teleport for this.
- Good spell for any champion. Although Ghost last for longer and is more effective with the combination of Insanity Potion.
- If your team has a teleport and no exhaust, feel free to grab this.
- Great to use against Vladimir, Volibear and Dr. Mundo.
- Singed is too strong for this, but after the buff I would consider it to be viable.
DONT GET THESE
- Only if you're Dyrus; good for end game.
- You are already one of a kind pusher.
- Leave it for the AD carry or support.
- It is an okay spell, but not necessary for Singed; learn to maintain your mana.
- Use wards. Leave this for the support.
- Troll spell. Well it ain't as bad as Revive.
PASSIVE: Empowered Bulwark - Increases Singed's health by 25 for every 100 mana he has.
Wonderful passive. Works great with Frozen Heart or Rod of Ages. However dont just build mana on him, he isn't Ryze.
FIRST ABILITY: Poison Trail - Toggle: Lays a poisonous trail behind Singed which deals 22/34/46/58/70 (+30% of ability power) magic damage per second.
Excellent farming tool. Remember to toggle it off or you'll find yourself running out of mana quickly.
SECOND ABILITY: Mega Adhesive - Singed throws a vial of mega adhesive on the ground causing all enemies who touch it to be slowed by 35/45/55/65/75% for 5 seconds.
This will help you initiate a fight. Or slow an enemy to escape/chase you. Use this to slow a minion wave or to annoy the enemy.
THIRD ABILITY: Fling - Singed flings an enemy over his shoulder, dealing 100/150/200/250/300 (+100% of ability power) magic damage.
The best of Singed. Use this to your advantage when you catch an enemy (mainly dps carry) out of position. Fling can backfire and cause your whole team to die. Make note that and can leave you mana hungry early game.
ULTIMATE: Insanity Potion - Singed drinks a potent brew of chemicals, granting him 35/50/65 enhanced ability power, armor, magic resistance, movement speed, health and mana regeneration per 5, and 10/20/30% crowd control reduction for 25 seconds.
Steriods for Singed. Use it at the perfect time during/before a team fight. The cooldown is relatively quick so use it whenever you have to.
At the start of the game say: "I'm a BADASS..." this will intimidate the opposing top laner.
Singed is a great farmer and solo top. Just use poison trail on minions. Keep pushing lane and always take the next minion wave past the enemy turret. Be sure to ward around yourself. Harassing is also a good technique to stop the enemy from farming up. Fling them and let them chase you around until they realise they are low on health meaning they will turret hug and miss most their last hits. If they don't back away you can always Fling them again and kite around the bush. I always make sure I have enough mana to do this. Otherwise just casually farm and be wary of jungle ganks. When enemy jungler ganks it's very easy for you to earn double kill (only if junglers are: Sejuani Dr. Mundo Shyvana Volibear). These champions are easily kited by your superiority and mobility. Just pop Insanity Potion and run around like hell, if they get near turret Fling them and run forward. If enemy mid ganks too, you are most likely dead.

REMEMBER TO WARD!
As Singed you want to cover certain areas of the map as you'll pushing most of the time. You want to place wards around the enemy jungle at blue buff or the river bushes.
Singed is tank. Do not build him any other way than the items I think are great on Singed. Singed will need survivability to utilise and make the most of his role.
Starting with Boots will increase your movement speed to 405!
Starting with Sapphire Crystal will increase your health by 50 and also help to rush that Catalyst the Protector. Starting with Cloth Armor is a good choice against AD Top and helps you choose items like Randuin's Omen or Thornmail. An alternative item could be Regrowth Pendant for sustain and building into a Philosopher's Stone.
I always grab Boots or Cloth Armor first but it's your choice and it depends solely on who you're against.
Catalyst the Protector
This will help you sustain lanes as you level up and will help you with your core item later on. I always make sure I have enough gold for this item when I recall.
Alternative choice if you are vsing AD; works effectively against Volibear who thinks he is Singed 2.0
Philosopher's Stone
A cheap item if lane dominance is neutral.
Rod of Ages is quite a must on Singed. This will improve his late game sustainability. Choice of boots are situational, but I mostly grab Mercury's Treads you already move fast enough.
You definitely must grab Force of Nature!!! It improves your Insanity Potion. It has good magic resistance and an excellent passive.
A good item vsing AD. Make sure you don't rush it too fast, because you want to utilise Heart of Gold passive a little longer.
Now that you have built your core items you may consider building according to your enemy's team composition.
You may choose one or two from the four, but remember you have Force of Nature so don't overdose on magic resistance. All are great items. Not a fan of Quicksilver Sash, Singed already has great escapes.
These four are excellent against AD/DPS. I mostly grab Sunfire Aegis or Thornmail. Sunfire Aegis will get you alot of killsteals or kills. I went 15/4/30 with Sunfire Aegis in my build.

Although it may seem to be expensive and worthless; this item is apparently very good on Singed.
It is very effective in bringing down chasers and fighters such as Renekton.
I used to hate this item and realised I could bring down chasers and save teammates with the Poison Trail] and slow proc. Singed is all about disrupting enemies from the teamfight, this item can effectively combine with [[Fling and bring down the out-of-position carries. This item will work effectively against strong chasers such as Tryndamere and Volibear. Build this item before Force of Nature or Rod of Ages, then build Catalyst the Protector into a Banshee's Veil instead.
I ONLY RECOMMEND THIS ITEM IF YOU ARE NOT BEHIND IN FARM!
EASY
Start with Cloth Armor or Boots and build a Warden's Mail. Always ask jungler for ganks.
MEDIUM
Good sustain and disables; stalemate lane
They have advantage; stalemate lane
Strong shield, stun/taunt and sustain; they have slight advantage, otherwise stalemate lane
You have advantage, just hold pressure on them and farm
The best you can do is farm and ask for ganks
Yorick has good sustain but can easily be shut down by your kiting ability
SEMI-DIFFICULT
Strong poke, has early game domination
Strong kiting ability and can stun Singed's mobility
Strong but otherwise stalemate lane; you have slight advantage
Strong and sneaky; just kite when she jumps at you
Stronk ultimate and poke
Strong at level 9, has good poke and sustain, and kite/juke harder than Singed.

Apparantly Singed dominates nearly every champion, although some champions have an advantage; no one should really beat you at top
