The rune system just got a massive overhaul, so the differences between <20 and >20 shouldn't be as massive anymore. As far as I know you shouldn't get matched against level 30's that often any more though, so I'd say the matchmaking is OKAY.
For sure though, once you get level 30 there are no complaints about matchmaking at all as you have ranked where you get matched with people of your own level all the time.

heck i'm lv 21 I haven't started on my lv3 runes which puts me at a disadvanatge mostly in ARAM.
People of your own level all the time. If this is true i shouldn't be dying 24/7 but I'am in classic. which i'm buying the visble wards but just getting camp killed as they seem fit. Which ARAM is one lane, so you can camp still but can't run away..

Well, it depends how seriously you want to take this game, tbh. Are you planning to aim high in the rankings when you reach level 30? Then take the time as you're levelling up to experience the game and practice/improve efficiently instead of complaining about matchmaking.
And if you're just looking to have fun, why give a **** anyway?
Bottom line - why give much of a **** about win/losses pre-level 30 and prior to when you have full runes?

What overhaul did it get?

I can't speak from anything besides personal experience (while smurfing), but I've been matched up with level 30 players a couple times in recent memory (when the account was around level 13-14), with everyone else being in the 15-21 level range and it's a pain in the *** and I admit it can feel a little unfair. It's really hard to duel someone who has a bunch of free stats you cannot have, even if you're really fed, unless you just completely outplay them (which I have done before). Like the time I played

My main smurf doesn't exactly have an inflated wl ratio either (so I'm not sure how that makes sense), though I suppose team builder has weird matchmaking and that might have contributed slightly.

The normal queue also uses an Elo system. You get matched based on that, if you played enough games that is. AFAIK level and runes are irrelevant to the matchmaking system.
If you're level 21, play soloqueue and get matched up against level 30s, then that means you are on about the same level as some level 30s with full pages.
Bottom line: keep playing and you'll get matched up against people of your own skill level more and more accurately.
I have no idea how teambuilder matchmaking works though.

Ok So bottom line keep using my champions i'm good with on Coop-AI? Even than i get the lowest score while teaming up with lv30's in ARAM i get way more points and seems faster to lvup sometimes i get stuck with ww or annie which I'm TERRIBLE with. Support Marksman. Assassin.
On Aram My highest score was 46-10-28 55mins using Master yi & my team still lost.

Well, I got the problem in blind pick that I always run into counterpicks when I play. But I rather see that as challenge so I can play my champions even better and through that I can also learn how to deal with them. Similar to that, you can learn how to play against stronger enemies, which can help you playing the game in general. If you can play against stronger enemies, it should be no problem to deal with similar strong enemies.
