I have next to no experience top, but I do know some things from tutorials and such. Don' t forget to not let the enemy do these things to you.
CS Trade: When they're going for CS, hit 'em while their attack animation is being used on the creep. It's a free hit most of the time, and they can still take minion aggro if they trade back wrong.
Potion Trading: Mostly for dealing with ranged tops, don't let them get any more damage on you than a health potion is capable of solving. That's about 2 CS for every 3 (free) attacks on you. This'll work until potions start falling off and they've got too much for you to handle.
Turret Trading: Because the range of most champs top can be small, if they don't cancel the targeting fast enough, they'll get within turret range and possibly even take aggro. Take advantage of this and force them to fight you in a way that put them on your home turf for as long as possible.
In general, don't let them get away with less health lost than you. If they attack, fight back while making sure as little of your CS is lost as possible.
All-in'ing can be a useful tactic. If you know that in a preferable trade, you'll win and be able to escape, don't be afraid to do it. It's a good way of keeping them scared to try and start fights.
Like LevasK said, just plain getting more CS (without giving up deaths, of course) is going to let you win anyways.
