His ult is good until people get Quicksilver Sash, but even with the ult, his clear isn't very good, his ganks pre6 aren't amazing and he's super mana dependant. So it's best not to bother with him.

And there are malzahar mains in korean challenger. Udyr mains in NA challenger. They can be strong champions but at a certain skill level they stop working. Skarner is seriously unviable in competitive play, but you should be able to atleast reach diamond 1 with him if you're good enough.
I think skarner is one of the worst champions at the moment though, Urgot is much better. If you play to win you're better off playing any other jungler.
