you would only need a last whisper, i dont want to buy armour pen i want to buy AD items, not attack speed items
if i build manamune i wont need mana regen, and last whisper, won't need need...flat armour pen...

The issue at hand is AS runes and Last Whisper vs. ArP runes and some other source of flat penetration/reduction.
I suppose AS runes are fine on anyone that needs it, but a lot of champions that rush I-Edge and LW aren't going to have that sustained damage output until well into late game.

Pretty much. There's a reason they are the only S-rank marks ;)
Though a few hybrids have more use of AS than ArP.

To be honest, its preference. I almost always go AS runes unless its someone like urgot that makes absolutely no use of AS. I go AS runes because I NEVER cap out on AS in items even if im using an AS build. it also makes early last hitting much easier, and arp is pointless if ur getting last whisper later anyways.

I do the same with GP by getting crit chance, then last whisper a bit later.
They faster you hit the faster they fall right? >.> Armour pen runes are probably the most important ones in the game, so just wondered what everyone thinks
