Since I use Elise often for Jungling, I tend to fall behind sometimes but what helps me catch up with my laners is a few things ... and do take this with a grain of salt.

1) Early ganks. Since Elise already has her R for use (Spider Form) I can jump out, web someone and then turn into Spider Form for a series of attacks until I or my allies kill em.

2) I always farm the Wraiths and wolves first. They're not only easier, but provide good buffs to help me take out the deadlier jungle creatures.

3) I venture into the enemy jungle and STEAL their prey. Yes, I kill their jungle beasts which is probably how some Junglers catch up is by exploring all the jungle instead of your end only. Do note it's risky and you're likely to run into the other Jungler.

Otherwise successful ganks, dragon kills, balance between farming + ganking is effective. Also make sure your gold is spent wisely. Wasting it on buying late game items at the start isn't very wise since you're simply farming so best to buy the tools for jungling only, then focus on late game stuff when team fights break out (30-40 minutes in). Every champion is different too, so guides on here will tell you how to use em effectively when jungling :)
Never give up on your Champion ... always keep trying.
