Miss Fortune, I'm fairly certain that Black Cleaver could only be good on her, if your team has too many physical damage dealers and you are looking to provide more utility for your team via armor shred with Bullet Time + Black Cleaver combo, or if you are feeling brave enough to replace your boots with Black Cleaver, once you are at 6 items and you are looking for even more damage.
