This is a pretty close call. If you mean who would win a 1v1, then Akali beats Kat every time. But Kat can easily go 2v1, or maybe even 3v1 if she has the right items, and win thanks to her ult and damage reduction from her W.

Akali performs as ASSASIN a bit better than Katarina and isn't as easy to CC as latter one. Maybe Kat brings some more damage to teamfights, but not enough to counter fast squishy's kill by Akali and bigger chance of survival.
