Those two rune pages are good and you don't really need anything else. Ability power reds are pretty bad, magic pen gives more value.
While I've never considered making rune pages for ARAM, if I did, I would probably run scaling versions of your rune setups, since they seem decent enough. The reason behind scaling runes is simple, you don't have to worry about a lvl 2 all-in from your lane opponent, or having to clear the jungle in ARAM, so scaling runes could be the way to go.
As for a tank setup, just take Armor Quints and Reds and you should be good to go. (You could replace armor yellows for health yellows)
