Anyway, not going to brag a lot, but I really like my laptop, it is 3 years old and we've been through quite some stuff xD Really glad I got it, but I will eventually have to buy a desktop because I want to play at 999 FPS and a gaming desktop is cheaper than a gaming laptop.

Depends on what you do though. Some things are slightly more complicated (e.g. super small form factor builds can seriously require a lot of patience and know-how when assembling/picking your parts) but if you stick to basic assembly there's pretty much nothing that can go wrong.
Even with super small form factor builds you don't need to be a surgeon to put it together properly even though it can be more difficult.
Aside from that I'm looking to upgrade my 7950 as it's getting pretty slow in heavily modded Skyrim and newer games.
I'm looking to spend around 400 CAD and I am very willing to purchase from Kijiji/Cragslist/Ebay/CLassifieds as long as I can verify that it functions IRL or if it's from a reputable seller.
I'm looking for something like a GTX 690, GTX 780 (TI or not TI), Radeon 7990, R9 390x. I'd buy the 690 since I can get one for around 300 CAD but it's getting a little old and the 2x2GB VRAM bothers me, I'm looking for 3gb+. I don't really care about cooling issues so don't take those into account.
So thoughts about the 690, 7990 and Asus ROG MARS760-4GD5?
I can get the 690 for 300, 7990 for 400 and Mars760 for 400.
If not then 780 vs 970 vs R9 390x?

I'd stick away from dual GPU cards as they run really hot and loud (could pose a problem if you buy second hand: you don't know at what temperature the card has ran, even if you don't care about cooling yourself) and consume more power than a 390x ;-) As you said 2x2GB Vram is a problem because it means you only have 2GB total (doesn't stack) which becomes a bottleneck in recent games. Limited DX12 support is kinda meh too.
If you decide to upgrade your 7950 (essentially an R9 280 which is quite a decent card) I'd go for a more recent model; from the 3 cards (780, 970 or 390x) the 390x is (by far) a better option if you look at raw speed only.
Also quickly back to the part on small (mini-ITX) builds: you're definitely right, but it isn't something I'd recommend to a first-time builder. I've built two mini-ITX pc's so far and especially if you get a cheaper case with less effective space, it can really, really test your patience.

I don't know cr*ap about Radeon Graphics... however, regarding the 780 vs 970, they are somewhat similar, framerates are similar, temperatures are also similar (though 970 has lower) but the 970 has less power consumption. Also, if you are considering the 780 Ti, this one is better than the above, but has higher temperatures and more power consumption.
I believe that 690 is better than the 970 too (but I am not sure, I'm no expert), but it is an older model and you'll be missing on some new stuff the 900 series has to offer (if you're interested in them ofc).
ALSO, when I said I would "buy a desktop in the future" I was already implying I'd build one. It is cheaper and fun to do :P

Let's say I can get a 780 or 970 for like 2/3 of the price of a r9 390x, what would you recommend? I don't think I need more power than a 780/970 but if a 390x is significantly better than those two and I can find a decent price then I'd go for it. Also 780 TI vs 980 vs 390x?
I'm also looking for a new monitor so the rest of the money could go into that.
