Directed at the OP: Yes movement speed buffs stack. Most, if not all the non-boots speed buffs are percentage based and stack multiplicatively.
Also, you guys should see Grasshyren's Rammus Land Speed Record video. He reaches 5785 movement speed or something like that.

I dunno if you guys saw this or not, but wanted to make it clear they did a little tweaking on how slows stack in the latest patch, but forgot to put it into the patch notes. (Thanks Frag for enlightening me! >_>)
