Just make sure you use industrial soap as that is non-conducting.

I haven't ever heard of anyone doing it, and I don't think you should - but yeah as long as you use non-conductive stuff (distilled water etc.) it can work. Why would you want to do that in the first place though?
Most people use a can of compressed air to blow the dust out of the heatsinks. I personally use a vacuum cleaner instead which some people would recommend against, but I don't think there are any problems in doing so.

You should probably put a paperclip in the fan to stop it from spinning when blowing it btw. Fans generate electricity when spun, and while it's very unlikely that this charge could do damage it's still an unnecessary risk that is easily avoided.

Thanks for the tips! Does using compressed air mean that I won't have to tear my laptop apart? Just blow inside and the dust is gone? Or did I misunderstand something?

That's the idea, I didn't open / tear apart anything when I used it on my old laptop. There might be a bit of liquid in the can, shouldn't be harmful to your laptop but you could opt to hold it sideways and spray a couple of times to get that our first before using it. If you haven't cleaned your fans since getting the laptop you'll probably see the dust get blown out, especially the first time. It made a huge difference for my old laptop (in terms of the risk of it overheating going down dramatically) so I'd definitely recommend giving it a go.
Edit: following Vynertje's comment, you CAN of course still open it, but I don't think it should be strictly necessary.

the part recommendations are from 2013, please don't follw them(I did not watch the video, but knowing linus the actual building process should be fine)
Also what budget are we looking at? Do you have a screen and all the other peripherals? Any hardware from a previous pc that can be reused?
