I changed nothing other than adding the hard drive (which is getting power because I can hear it spin up) and the SSD as well the case fans/buttons (the buttons work but the fans don't).

The bios code (00) should mean "Passes control to OS Loader (typically INT19h)", which I'd interpret as "stuff works". I'd try to go as far back to the test boot as you can, disconnecting more and more components step by step and see if that changes anything. You can also try to disconnect the GPU and connect the monitor to your on-board graphics adapter and see if that does something.
Also, just one 'dumb' question, are you 100% sure you connected your HDMI to the graphics card and not the onboard graphics? I had a friend think his pc was dead but he connected the video output incorrectly, I just want to eliminate that possibility.
In short, just try to go back to a point where you can either 1) eliminate as many different scenarios as possible or 2) go back to a point where it all worked. I'm quite sure your CPU can't be dead if you did not take it out of the socket between boot attempts. It's a bit hard to troubleshoot from a distance because you're not giving me that much information to work with.

Mostly just worried because I applied too much thermal paste at the start and it was coming close to the edge of the CPU. I dunno if maybe it spread onto the components or something. Also there were some sparks when I turned it off after the test boot. Otherwise I have no ****ing clue.

Thermal paste shouldn't be much of a problem (although you should be able to see it if it spread to other components). However, sparks do not sound good. Can you give more details (what component, location, how did you try to shut it down after the boot, exact moment etc)
When I shorted it using my screwdriver on the pins to turn the system off there were a small amount of sparks from the pins/screwdriver. I figured it was normal because electrical current but idk.

I'd like Searz' input on this, but I don't think that is normal and I don't think it's the CPU that's dead or smth. My guts say it's the motherboard components that are dead from the spark based on the information given, but I don't know how likely that is.
So I'm basically ****ed right...

Why for the love of god did you spend 150 pounds on a motherboard. Are you a professional overclocker or something?
Also, DID YOU CONNECT A KEYBOARD? Cause they sometimes don't want to boot without one IIRC Nvm, I'm thinking on the wrong level here
